The Division will ensure that Supportive Services are available. The Division will ensure the availability of these services, to the extent it determines they are necessary for a recipient to participate.

Currently child care is provided in accordance with child care policy in DSSM 11000. Transportation assistance is provided in accordance with DSSM 3007.6.

All other supportive services are included and provided by vendors as specified in the employment contracts.

The State IV-A agency must guarantee child care for a dependent child(ren) who resides in the home and who is:

under 13,

or children 13 and older who are physically or mentally incapable of caring for themselves,

or active with the Division of Family Services.

A child who would be a dependent child except for the receipt of benefits under SSI or foster care payments can receive child care, to the extent that such child care is necessary to permit a TANF eligible family member to:

A. accept employment or remain employed; or

B. participates in an approved TANF Employment and Training education or training activity (including self-initiated education or training.

Payment may be made or continued when the participant is waiting to begin an approved TANF Employment and Training component for:

A. up to two weeks; or

B. up to 30 days if it is verified that the child care arrangement would be lost if payment is not made or continued.

NOTE: Refer to the Child Care Subsidy Manual 11000 for further information.

Transportation assistance will be paid to participants who are referred to the TANF E&T Workfare Vendor to assist with the transportation costs incurred during the initial contact with the Workfare Vendor.

Participants residing in New Castle County will receive a $5.00 Transportation assistance check.

Participants residing in Kent and Sussex Counties will receive a $10.00 Transportation assistance check.

The Transportation checks will be sent automatically by DICS II after Confirmation. Replacement checks can be issued by the supervisor after the completion of the affidavit.
